One of the problems with full_flash_support is that you can't set it to true unless you can guarantee that flash player is installed by default. So, for example, my HTC Inspire 4G (Desire HD) ships with flash player, but the Motorola Atrix does not - both are Android 2.3.x and support the player, but you need to install it manually on the Atrix, and once you do the browser User Agent remains the same. From the HTTP headers (and therefore WURFL) there is no way to absolutely determine if the user has installed flash player.
